Paul is a trainer that wants to be the toughest.  Weak Pokemon won't cut it for him.  He only wants the strongest Pokemon and sees them as battle tools and nothing more.  Paul doesn't have much respect for anyone except for those of high authority (gym leaders, professors, etc.)  Ash and Paul become rivals very soon after meeting.
